Under starter’s orders/under orders

When you hear the phrase “under starter’s orders”, or “under orders” it is referring to a race that is about to start. For example, when horses are all in the stalls for a Flat race or have lined up at the start for a jumps race, the jockeys are waiting for the order of the starter to begin the race.
